Sub-Project implementation unit (sPIU) for the Horn of Africa Ground Water for Resilience Project (HoAGW4R) Marsabit County conducted Pre-Bidding site visit for the potential bidders ahead of receiving bids between 7th July 2025 and 12th July 2025 across all the selected sites.

The pre-bidding site visit was organized to allow potential bidders to familiarize themselves with the project locations, understand the site conditions, and assess logistical, environmental, and technical factors relevant to the scope of works under the Horn of Africa Ground Water for Resilience Project.

The objective was to provide bidders with first-hand knowledge of site conditions, clarify the scope of works as outlined in the bidding documents, to address bidder queries related to environmental, social, and logistical factors and also to ensure fairness and transparency in the procurement process Local communities expressed support for the project and urged timely implementation and urged the local administration to support site access and security during implementation.
During the site visit, bidders raised concerns on access to remote sites during rainy season and excavation of pipelines in rocky areas, issues on land ownership for infrastructure sites and social risks and community engagement strategies.
However, the project encourages use of alternative routes for easy accessibility during project implementation to allow timely completion. Also ensures that all parcels of land for the project sites will be officially registered as public land as coordinates have been recorded with respective land committee at each borehole sites by officers from the National Land Commission.
The pre-bidding site visit was successful, with active participation from bidders and project stakeholders. The visit enhanced transparency, improved bidder understanding of field conditions, and reinforced community support for the project. All questions raised have been documented and shared as part of the bidding clarifications.
